Since I was appointed Valuer at the Freehold Registry in January 1886, and Assistant Engineer and Secretary of the Estates Department (vide Despatch 67 of '86), which appointment I now occupy.
I am very sorry to find that the Rt. Hon. the Secretary of State has been misinformed as to my original appointment, and basing objections to my further promotion on that incorrect information. I arrived in this Colony on the 12th of August 1884 as Clerk Assistant to the Engineer of the Works. Salary $1600, that may presently pay and allowances, and by professional men in both the Admiralty and War Departments.
My position cannot but be regarded as substantial promotions, and further that the titles of Engineer and Assistant Engineers apply only to Officers holding those positions.
Salary $1960 and rising to $2068 (and might here state that I have undertaken work connected with the Land Branch at times where the Department was undermanned, working night and day). Mr. Price can testify to this, and now that one or two of my duties are to date.

In September of the same year, I was appointed to my current role.
